This LTIP proposes a vote to allocate OPIncubator Round 6 to three participating L2 ecosystem projects. The funds from the grant (27500 OP) will be distributed to the projects in proportion to the votes they received in this vote.

Please note that the grant recipients might need to alter their plans for how to use the tokens based on the final amount they receive. We do expect that they use the tokens in line with the spirit of the initial proposal, no matter how many tokens they receive.
White Hat DAO
DeFi and web3 in general can be overwhelming, especially considering the amount of due diligence and analysis that stems from engaging with each new project. White Hat DAO aims to lower the barrier of entry to web3 by providing a safety rating platform to aggregate safety and security data on web3 projects, and act as a hub for web3 infosec activity. We are now ready to receive Safety Rating applications, and we would like to work with Layer2DAO to fast track Optimism projects.

Founders can submit information on their projects and teams, smart contract details, security audits, token ratings, price information, liquidity pool information, and more. WHD then runs verification on the submitted information, and produces a safety rating score. Our aim is to keep the web3 space safe from any exploits, rug pulls, bad actors, and compromised smart contracts and wallets, and publish findings in an easily digestible manner. This will help people make their own rational & educated decisions when transacting on-chain and interacting with smart contracts or any protocol. It will help build trust & a safer environment.
White Hat DAO aims to provide a publicly available dataset that links project founders to their projects and on-chain activities, as well as a public repo of security audits. Our Safety Rating API is in development, which will allow data aggregating platforms ( such as Coingecko, Coinmarketcap ), exchanges, and web3 communities to directly access our safety ratings credentials and important safety data. For example, our safety ratings data will be used by Unlock Protocol in their grants application process as a form of project Safety Rating verification. With regards to being a hub of infosec activity, we are also planning on creating a decentralized Newsletter / Blogpost platform where users can come and discuss current affairs of the web3 space. which will keep users up to date on safety & security related topics.
White Hat DAO is a community with like minded individuals, all working towards the same goal of making the web3 space a safer place. Participation within the DAO is voluntary & open for everyone, but verifying each project will be treated as a bounty and will be reviewed by our highly trained security analysts. We seek grants funding to pay coders and analysts to run due diligence on each project, to help fund training of new contributors and our initiatives.
By training analysts and coders to complete DD on projects, White Hat DAO will be empowering a new generation of web3 users to understand and how to safely interact within blockchain / web3 environments.

About three years ago, my co-founder and I started working on a concept to open locations for the public to access web3 & learn about new technologies.
The primary goal of DecentrAgora is to be a super public good. A public good that gets run by the public for the public and one that effectively uses the 'impact=profit' model of measuring the benefit of public goods.
To date, we've taught dozens of locals how to navigate and interact with web3, made materials freely available to the public and maintained an open office space for over two years. With the office space, we host events, gatherings, and lectures and conduct R&D for new technology.
We are situated in a busy neighbourhood and have access to numerous schools nearby. One of our objectives is to explain this technology's benefits to teachers and students. We've made attempts to establish different clubs to support students that want to learn about web3.
We are asking for a grant to support the initiative of open-source information and tools for the public on L2s.
DecentrAgora has a membership system, and we've been developing on-chain subscriptions— via NFT memberships. We've also created a contract factory similar to Openzeppelin. Our dApp is live on Goerli. The L2 ecosystem is ripe for tools that extend developer powers to any user. Projects like Remix IDE and Openzeppelin. But made by Optimists for Optimists and L2 proponents. We have yet to launch to mainnet as we've been testing the contracts thoroughly and redesigning our current interface in preparation for a mainnet launch.
An area of focus for us is composability and accessibility. When you can give power to users, you end up with unique outcomes that you wouldn't discover otherwise. We call this the beginner's paradox because new people often see things that experts don't or encounter problems that experts already avoid— having experience with previous issues.
We have observed this several times in person at our office when introducing the concept of web3 to people. It's easier to innovate for the users that can show you exactly where their problem areas are. For example, a huge problem we encountered trying to onboard was fees.
During the raging bull, when everyone was interested, we felt embarrassed to explain how hefty transaction prices were on the mainnet. We've since decreased resistance to paying fees by highlighting the benefits of alternatives like Arbitrum, Optimism and Polygon. But high costs prevented us from onboarding tons of people. And it's a similar story across the ecosystem. So we want to capture that value next time instead of having it evaporate.
However, it's still hard because there are inadequate tools and ways to interact with L2s compared to mainnet solutions or potentially centralized ones like BSC. We want to fix that by making open-source tools designed as L2First.
We've mainly focused on aligning with Optimism because they share our ethos and vision for the infinite garden.

Ask: 25,000 OP tokens. Reasoning We believe it's crucial to compensate people for their work fairly. As co-founders, we are willing to do all the lifting to deliver on this grant and will pull in additional help to build, and we'd like to pay them fairly. (however, we are well rounded)
As such, we will accept all responsibility for the deliverables.
We propose this method for any stored funds; a signer from L2DAO, an elected community member, and cofounders of DecentrAgora. (4 signatures in total) We can also deliberate on other alternatives.
We calculate using the grant over 6 months.
Success gets calculated by memberships minted and contracts deployed via the contract wizard. We would love to facilitate the creation of NFTs for NFT earth. We want to launch to mainnet as soon as possible and expect to make it happen by April.
12,000 tokens in vesting contracts. (Vested linearly over six months. Distributed weekly.)
Around 48% of the tokens will pay for our time and development costs. We usually freelance & work other jobs to pay expenses. With the grant, we focus our time exclusively on implementing the deliverables.
The remaining 52% (13000) of the tokens will get used for marketing, alignment and app incentives.
We will create a page on Notion to track progress and display statistics. In addition, a channel will get started in our Discord. To track progress and for voters to stay updated. An NFT can get made to reward users of L2DAO that vote to incubate us.
We will work to develop dune dashboards to display membership stats and wizard usage. Such as memberships minted, rebates rewarded etc.
A page on our Notion would get dedicated to L2DAO, and a reference to this grant would get displayed on v2 of our interface.

This is a proposal to the Layer2DAO community to enhance the functionality of the already live AlphaRaffle Bot to turn it into the most powerful Bot in all of web3 in addition to adding support for Layer2 Ethereum scaling networks like Arbitrum and Optimism. and enable it for use in all Layer2 Discord communities. The primary focus will be on adding new features to make AlphaRaffle more functional and user friendly than the already existing bot AlphaPro (which is in ~6,500 Discord communities and charges a fee of $80/month $USD) Layer2 scaling networks - AlphaRaffle will enable full support for Optimism NFT collections, Arbitrum, zkSync and StarkNet (when live), to name a few. BackgroundIt has come to my attention that the L2 NFT space is lacking one super tool to bridge communities, help communities grow, and allow a way for projects to both reward their communities and keep them up to date with new project drops. AlphaRaffle is this solution, and I have seen it already been used in the NFTEarth Discord Community - there is massive potential for us to build a v2 of AlphaRaffle with enhanced functionality for all L2 communities. For instance, NFTEarth had to use AlphaRaffle “as if” the collection giveaway was live on Ethereum Mainnet. We would like to fix all of this. AlphaRaffle allows users to create, manage and join raffles with ease. As aforementioned, this is a proposal to the Layer2DAO community to optimize the functionality of the already live AlphaRaffle Bot to turn it into the most powerful Bot in all of crypto and enable it for use in all L2 focused communities.
AlphaRaffle consists of both a platform and a discord bot which is easily integrated. We will be be enabling support of Layer2 networks as mentioned, helping them to gain awareness, grow, and reward communities. We would like to giveback to L2DAO by providing 6 months of FREE access to any and all community builders on L2 to holders of L2StateOfMind NFT to start. The tool is currently operational on the Ethereum Mainnet. We plan to expand AlphaRaffle into v2, adding many new features with community feedback along the process and creating a platform which truly unites web3 communities. Firstly we will focus on having Layer2 networks supported. Once this task is complete we will create a calendar which shows all upcoming project objectives - this will include but not be restricted to: mints, airdrops, events. The calendar will allow users to filter for a specific ecosystem/community. Following this, we will develop a dedicated page showcasing all of the communities using AlphaRaffle, along with their project details and links to socials such as Twitter and Discord. A filtering option will be available here as well. I believe this to be an important feature as it will help spread awareness and unite Layer2 communities, which is essential for sustainable growth. AlphaRaffle’s functions allow for both Discord and Twitter use cases and I see a huge gap in the market for Layer2 as there is no other tool currently providing a solution and I would love for our project to be the first to provide a comprehensive tool which helps with the growth and prosperity of Layer2 - it was great to see NFTEarth leading the way here and this is how I even became aware of Layer2DAO.
27,500 OP tokens - with the tokens sent to a Safe on Optimism - I suggest this be consisting of myself, someone from the L2DAO core team, someone from the LGROWWW project, and someone from the NFTEarth team.
The vision here is to create a unique and engaging platform for the L2 NFT ecosystem. This means creating a space where communities can connect, grow and open a means for projects to reward their community, which further enhances Layer2. Tokens will be used to fast track development and also create a liquidity pool. The liquidity pool would be used to raffle off Layer2 NFTs to different communities each week. This would be sustainable due to projects being able to pay for the tool in $OP, as well as paying a small fee to have their project in a dedicated “featured zone” for a pre-defined amount of time.
9,000 OP towards new AlphaRaffle platform build and enhancement, marketing, infrastructure build out completion, as well as server maintenance and up-keeping costs.
12,500 OP for development work and hiring for rapid development. 6,000 OP to be for the community Moderators and leaders to help incentivize awareness of using this powerful tool.
We will use all funds and deliver this project by the end of March - with the LFGROWWW, NFTEarth and Layer2DAO projects as the first exclusive partners on L2.
