This proposal will do three things. It will create two new Hop community multisigs for the Arbitrum and Optimism networks. It will claim the Arbitrum airdrop allocated to the Hop timelock address, sending that ARB to the new community multisig. Lastly, it will delegate the tokens in the community multisigs to the new ambassador multisigs on each network. This proposal does not prevent the community multisig from spending the tokens in the way the community sees fit, but would allow Hop to more effectively represent itself in the Arbitrum and Optimism communities. If successful, this proposal will move to an onchain vote to enable the claiming and sending of the ARB tokens.
Moving these funds to a community multisig gives the DAO more flexibility in their use. Furthermore, delegating to multisigs managed by Hop’s ambassadors allows Hop to use the reserves to better advocate for itself within important partner protocols' communities.
Two new multisigs are created with coordination from the existing multisig signers: one for both Arbitrum and Optimism
The new L2 community multisig signers will be the same as the existing, elected multisig signers
The community multisigs are bound to act in accordance with decisions made through governance votes only and are prohibited from making independent decisions on the use of these funds
The DAO claims the tokens allocated to the Arbitrum timelock address
The DAO sends the ARB claimed to the new Arbitrum community multisig address
The community multisig signers delegate these wallets to the new ambassador multisig addresses
